Commissioner Jay W. Miller is a proud Texan with deep roots in Upshur County and a strong record of public service. Raised in Gilmer, Commissioner Miller graduated from Gilmer High School before enlisting in the United States Air Force, where he served in the intelligence division.

After earning his degree in Criminal Justice from Stephen F. Austin State University, Commissioner Miller was recruited by the National Security Agency, where he served our country with distinction, helping to protect us from nations that wish to do us harm. Commissioner Miller then returned home to invest in our community, becoming a successful business owner and raising a family, all while continuing to give back through volunteer service. 

Commissioner Miller has served as Chairman of the Upshur County Appraisal Board, sits on the U.S. Selective Service Board, and is a longtime member of the American Legion. In April 2025, he was chosen to serve on the Texas Association of Counties County Information Resources Agency (TAC CIRA), a highly-respected statewide group tasked with making recommendations to improve email and website services for more than 200 Texas counties and other political subdivisions.

Now in his second term as Precinct 4 County Commissioner, Miller has built a reputation for being a fighter for Upshur County. During his tenure, he has protected Lake O’ the Pines from Dallas, solidified Upshur County as a 2nd Amendment Sanctuary County, and protected the most vulnerable in our society by voting to make Upshur County a Sanctuary County for the Unborn. He is known for his responsiveness to constituents, common sense, and putting taxpayers first.

Jay and his wife, Kimberly Eatherton Miller, a former public school teacher and small business owner, are proud parents of two children: Seth, a soon-to-be UT Tyler graduate, and Addison, a student at Harmony ISD. He has fought to keep our country safe, and he wants to keep fighting on behalf of the citizens of Upshur County.
